The Rope Light is IP67 rated for wet location. Also UV protected.
As for your second question, if you cut the rope light it voids the warranty, but some people still wish to cut it, which can be done. We state every 36" IF you wish to cut it since those are the cut lengths (you will see them marked on the rope light).
Please note the rope light is cuttable every 2 meters (approx. 79"), not every 36", thank you.
